Telework Eligible Yes Major Duties Provides information technology (IT) systems analysis/engineering support and expertise for the overall strategy, formulation, oversight, rationalization and guidance for the implementation and deployment of DoD-wide enterprise business capabilities. Directs implementation of a specific project segment providing expert guidance on the rapid implementation and development of Enterprise business capability utilizing Commercial Off-The-Shelf (COTS) (cont.) Enterprise Resource Planning (ERP), and Government Off-The-Shelf (GOTS) packages. As a Subject Matter Expert (SME), the incumbent is responsible for the formulation, oversight, and rationalization of the IT approach and solution to DoD business system needs. Manages and advises teams of functional analysts/engineers and IT professionals in the planning, designing, testing, training, initial fielding, operations and maintenance of DoD business IT systems. Performs analyses to identify and select the most suitable approaches, plans or solutions, and applies experimental theories and innovative approaches to accomplish systems related work and resolve design or operational issues. Utilizes expertise and sound professional judgment to develop and analyze new techniques and original problem-solving methods, finding solutions for unprecedented or unique aspects. Researches, recommends state-of-the-art technologies to develop improved methods of satisfying particular requirements. Qualification Summary To qualify for an IT Specialist (APPSW/SYSANALYSIS), your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge and expertise in one or more of the following areas: cloud platforms, LowCode Platforms, DevSecOps,API's, ERP, Identity and Access Management, Digital Innovation and Modernization will be preferred. Experience in providing advice, recommendations, strategies, technical oversight, coordination, and conducts analysis, technology assessments, analysis of alternatives, architecture and design activities, project planning, roadmaps, justifications, and evaluations with emphasis upon Digital Business Transformation (DBX), Digital Innovation, COTS, ERPs, technology capabilities, requirements assessment, system/component design, development, systems engineering, software modernization strategies and methodologies, data engineering, and testing methodology. Experience in developing and performing briefs to senior leaders and providing expert guidance to Program and Portfolio Managers and technical personnel. Experience in ensuring rigorous application of systems engineering and architecture frameworks and methodologies, compliance with cybersecurity, DoD and DLA policies, principles, and knowledge in software modernization practices to the delivery of application software services. Experience in coordinating the efforts of a groups of technical personnel, management, and stakeholders who translate critical end user requirements into software system design specifications. Experience in identifying and writing requirements for any acquisitions needed for development and operation of services, hardware, software, and telecommunications environment. Experience in AI/ML and GenAI strategy, technology evaluation and implementation are highly preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
